Agriculture is important to both the urban and rural areas of the Willamette Valley and plays a significant role in the economy. Dalton Hobbs will discuss trends for agriculture, along with why we need to continue to support public agricultural development programs within the Oregon Department of Agriculture and their close partnership with organizations such as SEDCOR and other economic development organizations around the state.

Tom Fessler will examine Oregon agricultural diversity and how it makes us special, as well as makes things more difficult. Our distance to markets is a big drawback, but niches in the different markets can bring success.

Fessler knows a great deal about Oregon?s number on agricultural commodity nursery products. His family farm outside of Mt. Angel spans some 2,000 acres. Nursery products make up the primary crop, but the Fessler family also raises grass seed, beans, broccoli and cauliflower. No other agricultural industry in Oregon has had the meteoric growth of the greenhouse and nursery industry now valued at more than three-quarters of a billion dollars.


Bios

Dalton Hobbs has worked for nearly 30 years in a variety of communication, marketing and developmental positions at the Oregon Department of Agriculture. He currently directs the department?s internationally recognized Agricultural Development and Marketing policy area, which provides market access, certification, promotion and market entry programs for Oregon farmers, ranchers, fishermen and food processors.

Tom Fessler is a fourth generation farmer in the Mt. Angel, Woodburn area. Tom grew up working with his parents and grandparents helping on the farm. He knew at a young age he wanted to farm. The nursery operation was started in 1967, so he grew up both farming and growing nursery crops. After finishing high school Tom started in production at the nursery. After many years he started in overall business management with his father. Today he is general manager of the business. Tom is past President of the Oregon Association of Nurseries.

Mothers with postpartum depression are more likely to be in a violent relationship than moms without depression, and new mothers in abusive relationships are more likely to suffer postpartum depression, according to a new survey of women with infants.

"I think intuitively and clinically it's not surprising that there would be an overlap between depression and intimate partner violence," said Dr. Linda Chaudron, a psychiatry professor at the University of Rochester Medical Center, who was not involved in this study.

The results provide clinicians with some guidance for screening women who show signs of postpartum depression or a violent relationship.

"That is a big message that we want to send, that if pediatricians have started screening for maybe one of these two and they detect one, they should be screening for the other," said Dr. Barry Solomon, a pediatrics professor at John's Hopkins Children's Center, and the lead author of the study.

Previous research on the overlap between postpartum depression and domestic violence has typically come from researchers that focus on the mothers' health.

But in recent years, pediatricians have increasingly adopted the practice of screening mothers for postpartum depression and domestic violence.

"It's come from growing evidence that mothers who are depressed or are in a relationship with violence, there are negative effects on children," Solomon told Reuters Health.

Solomon and his colleagues took advantage of the frequent visits to the pediatrician that new moms make with their babies to explore how often violence in the home and depression co-occur.

In February, 2008 they started screening mothers with children under six months old who came to their clinic for healthy baby checkups.

Most of the women were African American and about one third of them were teenagers.

From the surveys that the moms filled out, the research team found that one out of four of the mothers appeared to have postpartum depression and one out of 14 was in a violent relationship.

The moms who screened positive for domestic violence were twice as likely to have postpartum depression.

More than 50 percent of women in violent relationships also screened positive for depression, compared to 22 percent of mothers who were not in violent relationships.

Similarly, women with postpartum depression were four times as likely to also screen positive for violence at home.

Four percent of women without depression and 16 percent of women with depression were in violent relationships.

CDC: Ads spark huge increase to quit smoking line

ATLANTA (AP) ? More than twice as many people called a toll-free number to help them quit smoking a week after the launch of a $54 million ad campaign that shows graphic images of diseased smokers, federal health officials said Friday.

Calls to 1-800-QUIT-NOW totaled more than 33,000 last week ? the first week of the ad campaign. The phone line received less than 14,500 calls the week before.

It was the highest call volume ever seen in the seven-year history of the federally sponsored quit line, which routes callers to counseling and information about how to quit smoking.

Meanwhile, clicks to the www.smokefree.gov website, another government smoking cessation service, rose from about 20,000 to about 66,000. Those were the largest jumps in traffic that the phone line and website had ever seen.

The Centers for Disease Control and Prevention kicked off the 12-week ad campaign on March 19. It is the agency's first national anti-smoking advertising effort and features people whose smoking resulted in heart surgery, laryngectomy, lost limbs or paralysis.

The CDC ads are more graphic than spots that have aired nationally before. Advocates have applauded the campaign, saying it's important to jolt a weary public that has been listening to government warnings about the dangers of smoking for nearly 50 years.

It's too early to assess how successful the campaign ultimately is at persuading current smokers to quit, and discouraging would-be smokers from starting. An analysis will be done after the campaign ends.

But the early results have delighted health officials. "This is just a rough indicator, but it's a very encouraging one," said CDC Director Dr. Thomas Frieden.

He noted the results are even more impressive because the quit line number is mentioned in fewer than half of the spots. What's more, for every person who calls the line, many others try to quit on their own.

"This means tens of thousands of people are seeing the ads and thinking of quitting and trying to quit," Frieden said.

Ercol is of high quality and has a large following. If you want to buy the top designers from the 50s and 60s then pieces do come up on eBay, but are rarely cheap. Look for manufacturers like Gordon Russell, or Archie Shine. Younger also made some marvellous quality pieces in teak and rosewood from the late fifties. They may be cheaper than some of the top designer pieces. Also look for Danish furniture on eBay.

Overall, look for furniture you like rather than what you think is valuable and have fun decorating in a modern style to complement your acquisitions.

(AP) ? The judge overseeing former Penn State assistant football coach Jerry Sandusky's child sexual abuse case on Thursday delayed the start of the trial by three weeks to early June, and prosecutors filed a lengthy court document that said the case should not be dismissed.

Judge John Cleland said the additional time was needed "to accommodate various logistical contingencies that have arisen," and the attorney general's office supported the postponement.

The prosecution's 21-page answer to a catch-all pretrial motion that Sandusky's lawyer submitted a week ago said the commonwealth had "broad latitude" to establish the dates of allegations in child sexual abuse cases. Sandusky has asked for more specifics about when the alleged crimes occurred.

"Defendant cannot exploit the appalling breadth of his own criminal conduct by claiming it encompasses so long a period as to hamper his defense," wrote chief deputy attorney general Frank Fina.

The 68-year-old retired defensive coordinator faces 52 counts involving 10 alleged victims over 15 years. He remains confined to his home to await trial. Prosecutors have accused him of engaging in a range of illegal behavior with the boys, including sexual assaults, allegations he denies.

Fina disputed Sandusky's argument that witness Mike McQueary will not be able to prove the charges involving a young boy allegedly seen by McQueary being sexually abused by Sandusky in the Penn State showers in 2002.

"The defense appears to argue that an eyewitness who sees an adult man having sex with a child cannot provide sufficient evidence of the conduct of crimes," Fina wrote. "It is noteworthy that the defense provides no legal support for such a specious assertion."

Cleland said a hearing remains scheduled for April 5 in Bellefonte to argue over the pretrial issues.

Fina wrote that the prosecution agreed with Sandusky's request to have prospective jurors questioned individually, and to sequester them at trial.

In Sandusky's omnibus pretrial motion last week, defense lawyer Joe Amendola argued some allegations were not sufficiently specific, others lacked evidence and the statute of limitations may have run in some cases.

Messages seeking comment on the prosecution's filing were left for Amendola on Thursday evening.

Fina noted that Sandusky waived a preliminary hearing that would have allowed him to test some of the evidence against him.

"He cannot now be heard to complain the information is insufficient, having conceded the ability of the commonwealth to prove each count if submitted to a fact-finder," Fina wrote.

Fina told Cleland that prosecutors expect to disclose additional information to the defense as the investigation continues. He asked the judge to allow Amendola to amend the omnibus pretrial motion two weeks after that additional information is received.

The prosecution filing said a search of Sandusky's home in June was authorized by a valid warrant, and that investigators legally intercepted conversations between Sandusky and two alleged victims, identified as Victim 1 and Victim 9 in court records. They include a seven-minute conversation with Victim 1 in June 2009, and a conversation with Victim 9 about four days after Sandusky was arrested in early November.

"It is denied that the interceptions were in any way illegal or improper," Fina said. "It is absolutely admitted that the defendant 'was unaware of and did not consent to the interceptions.'"

Video: Study identifies the danger of grill brushes

Rhode Island Hospital physicians identified six cases of accidental ingestion of wire grill brush bristles that required endoscopic or surgical removal. The paper calls attention to the need for the public and physicians to be aware of this potential danger. It is published in the American Journal of Roentgenology and is now available online in advance of print.

David Grand, M.D., a radiologist in the diagnostic imaging department at Rhode Island Hospital, is the lead author of the paper. Grand explains that six patients were identified within an 18-month period who presented to the emergency department within 24 hours of ingesting grilled meat. Their symptoms were odynophagia (painful swallowing in the mouth or esophagus) or abdominal pain.

In all cases, a careful history revealed the patients had consumed meat cooked on a grill that was cleaned with a wire brush immediately prior to cooking. Of the patients, three presented with odynophagia as a primary symptom. Two underwent radiography of the neck, which revealed a metallic foreign body [the bristles], while one patient had a computed tomography (CT) scan that identified and localized the bristles within the neck. In all three patients the wires were identified and removed.

The remaining three patients presented with abdominal pain and underwent CT scans. In two patients, the wire perforated the small intestine and in the third, the wire perforated through the stomach and into the liver, and was surrounded by a large hepatic abscess. Surgery was performed in all three patients.

Grand says, "Although foreign body ingestion is not a rare complaint in an emergency department, it is striking that in only 18 months we identified six separate episodes of wire bristle ingestion after eating grilled meat. The public should be aware of this potential danger." Grand discusses the study in a video and comments that he now wipes his own grill with paper towels after using a grill brush as a way to prevent this from happening.

Grand adds, "It is also important for physicians to be aware of this danger and pay close attention to clinical history. In patients presenting with odynophagia, plain radiography may identify the wire bristle; however, CT is helpful for anatomic localization. For patients presenting with abdominal pain, CT is recommended and oral contrast should not be used as it can obscure the foreign body, in this case, wire bristles."

So, if we use these definitions, to ensure that us to say we are pleased we would be lucky, displaying pleasure and feeling content. That makes sense. Most people that we expect are happy usually show these characteristics, so lets use this definition and go from there.

Can I?ve life happiness if I don?t think I am fortunate? Hmmm, that?s an interesting query isn?t it? Most individuals are glad once they feel fortunate or blessed by good luck, and most people who really feel unfortunate or feel like they have lots of dangerous luck are unhappy. BUT, perception is everything. An individual can break their leg in a skiing accident (bad luck) and still be completely happy and smiling as a result of they really feel blessed and lucky (in all probability as a result of they did not break each legs!). They could be completely happy as a result of they know that their leg will heal, and because they were having such fun snowboarding (up until they bumped into the tree at one hundred miles/hour!!)! Get the picture?

Or an individual may have what most of us would name good fortune and still appear not to have life happiness. There may be an artwork to happiness, and some of us comprehend it and some of us do not, however all of us can learn.

Is life happiness the identical for everyone? ScienceDaily (Mar. 25, 2012) ? Few molecules are more interesting than DNA -- except of course RNA. After two decades of research, that "other macromolecule" is no longer considered a mere messenger between glamorous DNA and protein-synthesizing machines. We now know that RNA has been leading a secret life, regulating gene expression and partnering with proteins to form catalytic ribonucleoprotein (RNP) complexes.

One of those RNPs is telomerase, an enzyme that maintains chromosome integrity. In the March 25, 2012, advance online edition of Nature, researchers at the Stowers Institute for Medical Research report how the RNA TER1, a component of telomerase, is sculpted to favor interaction with its protein partner. Two ring-like proteins sequentially slip onto unprocessed TER1 RNA and hold it while it is clipped to the optimum size, folded, and capped.

That processing is essential: without it TER1 could not engage its protein partner to form the active telomerase RNP. The finding not only deepens our understanding of RNA biochemistry but also suggests novel pharmaceutical approaches to cancer and diseases of aging.

"Cancer cells are exquisitely dependent on telomerase," says Stowers associate investigator and Howard Hughes Medical Institute Early Career Scientist Peter Baumann, Ph.D., the study's senior author. "Drugs inhibiting telomerase could be a new class of cancer chemotherapeutics with far fewer side effects than drugs in use." Currently, biotechnology and pharmaceutical companies are actively seeking clinically useful telomerase inhibitors.

Most RNA strands -- including the intermediary or "messenger" RNAs -- undergo splicing, analogous to editing a film. The universal snipper is a humongous complex called the spliceosome, which usually touches down on an RNA strand, makes two cuts, and then pastes the new ends together. But in a 2008 Nature study, the Baumann group reported a surprising finding. "We showed that the spliceosome acts to process TER1," he says. "But instead of cutting twice and pasting, it made a single cut and stopped."

To determine what restrained the spliceosome from making a second cut, Baumann's group analyzed TER1 RNA in the yeast Schizosaccharomyces pombe. They found that two protein complexes called Sm and Lsm latched onto TER1 RNA in a mutually exclusive fashion as the RNA matures. Interestingly, Lsm-bound TER1 RNA showed the most efficient telomerase activity, hinting that the Sm ring slips on first.

For further analysis they enlisted the aid of Stowers' assistant investigator Marco Blanchette, Ph.D., an RNA splicing expert. The team confirmed that indeed Sm bound immature TER1 RNA, prompting the incoming spliceosome to snip off everything to its "right." Once that cut was made, Sm appeared to promote formation of a protective tri-methylated "cap" on the "left" end of the TER1 transcript, thus stabilizing it. At that point the Sm ring slipped off and was replaced by Lsm, facilitating recruitment of TER1's catalytic protein partner.

This work shows that the marriage of RNA and protein telomerase partners requires a two-step ritual attended first by Sm and then by Lsm proteins. The presence of Lsm in preparations of the active enzyme also suggests that it lingers after the ceremony to protect mature Ter1 RNA from RNA-damaging enzymes.

Determining what the evolutionarily conserved Sm and Lsm proteins do is a significant contribution to RNA biology, says Wen Tang, a graduate student in the Baumann lab who led the study. "People discovered these proteins 20 years ago and knew they were essential for RNA processing," says Tang. "Right now we don't know whether Sm and Lsm participate in processing of telomerase in human cells. Other members of the lab are looking into that."

Understanding how telomerase works in human cells is vital because of its connection to seemingly unrelated diseases. Not only because cancer cells depend on its activity, but in a fascinating "converse," mutations that inactivate telomerase are seen in a degenerative condition called dyskeratosis congenital (DKC), in which patients show signs of premature aging in some organs.

"People have looked for mutations in telomerase components in individuals with DKC and found them in only about half of those patients," says Wen Tang. "This work identifies novel telomerase components that likely affect normal enzyme function." Those components could provide novel targets potentially useful to diagnose or treat DKC.

Baumann agrees that knowing how to tinker with TER1 biogenesis has therapeutic potential in several contexts. But he is equally happy that the new work adds to scientists' appreciation of RNA complexity. "This paper fills in the blanks between transcription of the TER1 RNA subunit and formation of an active telomerase complex," he says. "We also hope it provides a more complete picture of TER1 biogenesis in future textbooks."

Obama vows to pursue further nuclear cuts with Russia

SEOUL (Reuters) - U.S. President Barack Obama vowed on Monday to pursue further strategic arms cuts with Russia as part of his broader nuclear disarmament agenda even as he issued stern warnings to North Korea and Iran in their nuclear standoffs with the West.

Speaking ahead of a global nuclear security summit in Seoul, Obama held out the prospect of new reductions in the U.S. arsenal as he sought to rally world leaders for additional concrete steps against the threat of nuclear terrorism.

"We can already say with confidence that we have more nuclear weapons than we need," Obama told students at South Korea's Hankuk University.

He pledged a new arms-control push with incoming Russian president Vladimir Putin when they meet in May. But any further reductions would face stiff election-year opposition from Republicans in Congress who already accuse him of weakening America's nuclear deterrent.

Obama laid out his latest strategy against the backdrop of continued nuclear defiance from North Korea and Iran, twin challenges that have clouded his overall nuclear agenda as well as the summit getting under way in Seoul.

Obama set expectations high in a 2009 speech in Prague when he declared it was time to seek "a world without nuclear weapons". He acknowledged at the time it was a long-term goal, but his high-flown oratory helped him win the Nobel Peace Prize.

In Seoul on Monday, Obama made clear that he remained committed to that notion and insisted that "those who deride our vision, who say that ours is an impossible goal that will be forever out of reach", were wrong.

Though Obama was vague on exactly how such a vision would be achieved, he voiced confidence the United States and Russia, which reached a landmark arms-control treaty in 2009, "can continue to make progress and reduce our nuclear stockpiles".

"I firmly believe that we can ensure the security of the United States and our allies, maintain a strong deterrent against any threat, and still pursue further reductions in our nuclear arsenal," he said.

But another arms accord with Moscow will be a tough sell to U.S. conservatives who say Obama has not moved fast enough to modernize the U.S. strategic arsenal, a pledge he made in return for Republican votes that helped ratify the START treaty.

The United States and Russia are the two biggest nuclear powers, possessing thousands of warheads between them, arsenals that arms-control advocates say are capable of destroying the world several times over.

With U.S. officials privately expressing concern about China's opaqueness over its growing nuclear weapons program, Obama said he had urged the rising Asian power "to join us in a dialogue on nuclear issues, and that offer remains open".

NORTH KOREA, IRAN

Obama also used his speech to call on North Korea, which plans a long-range rocket launch next month, to curb its nuclear ambitions or else face further international isolation.

"And know this - there will be no more rewards for provocations. Those days are over. This is the choice before you," he said, directing his comments at North Korea's leadership.

South Korean President Lee Myung-bak urged his Chinese counterpart, Hu Jintao, in a meeting on the sidelines of the summit to try to persuade the North to cancel the launch, which Pyongyang says is merely to send a satellite into space.

Seoul and Washington say the launch is a disguised ballistic missile test. The flightpath from a west coast launch pad will take the rocket south towards the Philippines. Two previous launches of the long-range missile have failed.

A defense ministry official in Seoul said South Korea was drawing up a plan to shoot the rocket down if it travels into South Korean territory, the local Yonhap news agency reported.

On Sunday, Obama appealed to China, North Korea's only major ally, to use its influence with Pyongyang to rein in its nuclear program.

Obama accused Iran of having taken the "path of denial, deceit and deception" in the past but said there was still time for a diplomatic solution and that Tehran had to act with a "sense of urgency".

"Time is short," Obama said, referring to the prospects of renewed negotiations between Iran and world powers. "Iran's leaders must understand that there is no escaping the choice before it."

Tehran says its nuclear program is purely peaceful, but Israel and Western nations believe it is moving towards a nuclear bomb that could change the regional balance of power.

Obama has urged Israel to hold off on any pre-emptive strikes on Iran's nuclear sites to give sanctions and diplomacy more time to work.

GENTLE APPROACH

Obama came into office in 2008 declaring nuclear disarmament policy a major theme of his presidency, but momentum has slowed with the approach of the 2012 presidential election

He unveiled a revamped policy in 2010 renouncing development of new nuclear weapons and restricting use of those already in Washington's arsenal. He followed that up by signing the START treaty with Russia.

Obama secured commitments from world leaders at the inaugural 2010 Nuclear Security Summit in Washington to help keep bomb-grade material out of terrorists' hands, and independent experts say most of the pledges are being met -- though many were modest in scope.

He hopes to build on that in Seoul but is also likely to take a gentle approach with U.S. partners like Pakistan, whose nuclear materials are considered among the biggest areas of risk because of the internal security threat posed by militants.

Underscoring a U.S. sense of caution, defense and national security officials have spent months debating a secret set of new options being prepared for Obama to help guide future arms-control talks. Ideas range from maintaining the status quo to reducing warheads by up to 80 percent, an official has said.

But the administration appears reluctant to push publicly on such a divisive issue as his re-election campaign gathers pace.

Senegal's Sall: the dark horse who beat "The Hare"

DAKAR (Reuters) - Senegal's Macky Sall has leapt back from the political wilderness with a crushing presidential run-off victory over incumbent Abdoulaye Wade that cements the West African country's reputation as a stable democracy in a restive region.

Sall is a one-time prime minister who served under Wade but in 2008 lost favor with the outgoing octogenarian president known as "The Hare", a local symbol of cunning. At one point, Sall seemed condemned to political obscurity.

But the 50-year-old geologist - whose campaign symbol was a horse's head - immediately hit the road to amass support for a presidential bid which paid off when his ex-boss conceded defeat in Sunday's election.

"When I was crossing the country, I saw the enormity of the challenges ahead," Sall told Reuters in a campaign interview at his home in the Atlantic Ocean resort of Saly.

"While those in power built monuments and motorways, ordinary Senegalese were struggling to get access to drinking water, healthcare and education," Sall said in a dig at Wade's 2010 "African Renaissance" monument, an edifice bigger than New York's Statue of Liberty that towers over Dakar.

As poll returns overnight showed him ahead of his rival, Sall accepted fellow liberal Wade's admission of defeat and pledged to be "president of all the Senegalese" in a gesture to the left-leaning voters who backed him in the run-off.

A full 35 years younger than the outgoing president, Sall embodies the generational change in Senegalese politics which several foreign governments from Paris to Washington had urged Wade to allow by not standing for a third term.

Despite some early violence by those opposing Wade's third-term bid, the election and its result appeared to consolidate Senegal as an oasis of stability in a region plagued by flawed elections and conflict, such as last week's military coup in Mali.

A CLEAN BREAK?

Sall has promised his first steps will include moves to cut the prices of basic foods, end a long-running teachers' strike and draft a constitutional reform reinforcing a two-term limit for both him and successors.

But a decade of past membership of Wade's ruling PDS party, and personal wealth that includes the Saly villa and other property, means Senegalese will watch Sall's performance keenly for a true break with 12 years of Wade rule that failed to tackle poverty or corruption.

While the flamboyant Wade was the master of the grand flourish and diplomatic sallies such as his visit last year to the Libyan stronghold of rebels fighting Muammar Gaddafi, Sall is more methodical and modest both in style and substance.

A bespectacled and softly-spoken figure, Sall rose from working class origins in the obscure inland town of Fatick thanks to a mix of the academic study so prized in Senegal and a reputation as a safe pair of hands.

Dubbed by schoolmates "Monsieur le ministre" (Mr Minister) because of his fastidious grooming and appearance, Sall's scientific expertise earned him the post of Wade's energy adviser in 2000 and months later won him the stewardship of the state oil company.

The 2002 capsizing of a ferry off the coast of Senegal cost 1,800 lives and triggered a cabinet reshuffle that saw Sall rise through the ranks from the energy portfolio to interior minister and finally prime minister in 2004.

"He has this way of just listening, long silences. He almost comes over as a bit slow but when he answers, you realize he has thought of everything," longtime political ally Ibrahima Ndoye, now an official at Senegal's Economic and Social Council, said of Sall's quiet approach to decision-making.

However, even supporters like Ndoye suspect Sall's taciturn character contributed to a spectacular falling-out with Wade in 2008, when Sall - by now the speaker of parliament - included the president's financier son Karim among a group of entrepreneurs to be investigated by the assembly over their business dealings.

"One thing you can perhaps reproach him for is that he did not warn the president in advance," said Ndoye. "In a matter of days, he became a pariah - he was hounded out of the party."

HIGH EXPECTATIONS

Versions differ over the incident, which Sall declines to discuss in detail today. But as speculation grew in 2009 that Wade was grooming Karim to take over the presidency, Sall's break with Wade ultimately became valuable political capital.

While other rivals in the first round focused their joint message on the alleged illegality of Wade's bid for a third term, Sall struck out alone to campaign on a manifesto pitched squarely at the needs of the people.

A high-profile pledge to cut customs duties on the imported "broken rice" that is a staple of the Senegalese diet targeted the growing frustration over rising global commodities prices that hit hard ordinary Senegalese earning an average $3 a day.

Underlining a foreign policy stance likely to be more down-to-earth than Wade's, Sall has said his first trip abroad will be to neighboring Gambia - likely to be key partner in ending the low-level rebellion in Senegal's southern Casamance region.

While he will be forced initially to keep the diesel-run power plants that have made Senegal's electricity grid among the most costly and unreliable in the world, his dream is to harness the ample sun, wind and waves for longer term renewable energy.

"We will insist on good governance of the state power company which in turn will release funds for such investment," Sall said of the dysfunctional Senelec company, nicknamed "Darkness Inc" by locals frustrated by chronic power cuts.

An ethnic Tukolor married to a Serer woman, Sall says he personifies the easy relations between Senegal's tribal groups while recognizing the supremacy of the Wolof language which takes its name from the country's largest community.

"For me, you will see that country takes precedence over party. Whether you come from the liberal political family or not, it doesn't matter - it is competence that counts," Sall told Reuters, promising to form a broad government.

Such is the pent-up mood of expectation in Senegal that Sall's first challenge will simply be not to disappoint.

While he has said he will not conduct a witch-hunt against a Wade administration tainted by allegations of corruption, he faces the occupational hazard of any new African leader in that he may inherit public coffers that are less full than imagined. A public finance audit will be among his first moves.

The tax-free rice plan is a high-profile show of his resolve to help the poor, but the waiver of customs duties will itself only shave 12-15 percent off the price of a 50-kg sack of rice.

All agree that tackling the mass unemployment that is one root cause of Senegal's poverty will take years.

"I voted Socialist in the first round but I am glad Sall won," said Mamadou Barry, a 32-year-old shoe salesman who was among the thousands of mostly young Senegalese celebrating through the night in Dakar.

"Now we have to watch him to make sure he sticks to his promises."
