'Cliff' talks: Geithner invites GOP counteroffer

WASHINGTON (AP) ? President Barack Obama is ready to entertain Republican proposals for spending cuts, but GOP lawmakers must first commit to higher tax rates on the rich and specify what additional spending cuts they want in a deal to avoid the looming "fiscal cliff," Treasury Secretary Timothy Geithner said.

"The ball really is with them now," Geithner, one of the president's chief negotiators with Capitol Hill, said during appearances on five Sunday talk shows. He acknowledged that Republicans are "having a tough time trying to figure out what they can do, what they can get support from their members for." The White House "might need to give them a little more time to figure out where they go next."

Geithner presented congressional leaders Thursday with Obama's postelection blueprint for averting the combination of hundreds of billions in tax increases and spending cuts that will take effect beginning in January if Washington doesn't act to stop it.

But House Speaker John Boehner, R-Ohio, dismissed the plan as "not serious," merely a Democratic wish list that couldn't pass his chamber.

As outlined by administration officials, the plan calls for nearly $1.6 trillion in new tax revenue over the next decade, while making $600 billion in spending cuts, including $350 billion from Medicare and other health programs. But it also contains $200 billion in new spending on jobless benefits, public works and aid for struggling homeowners ? and would make it virtually impossible for Congress to block Obama's ability to raise the debt ceiling.

"I was just flabbergasted," Boehner said, describing his meeting with Geithner. "I looked at him and I said, 'You can't be serious?" The speaker, noting the short time between the Nov. 6 election and the new year, said time has been lost so far "with this nonsense."

With the George W. Bush-era tax cuts expiring and across-the-board spending cuts hitting in under a month, Boehner said, "I would say we're nowhere, period." He said "there's clearly a chance" of going over the cliff.

But Geithner, also in interviews that were taped Friday, offered a somewhat rosier view. "I think we're far apart still, but I think we're moving closer together," he said.

He called the back-and-forth "normal political theater," voicing confidence a bargain can be struck in time, and said all that's blocking it is GOP acceptance of higher tax rates on the wealthy.

"It's welcome that they're recognizing that revenues are going to have to go up. But they haven't told us anything about how far rates should go up ... (and) who should pay higher taxes?" Geithner said.

He said so far, GOP proposals demonstrate "political math, not real math."

Republican leaders have said they accept higher tax revenue overall, but only through what they call tax reform ? closing loopholes and limiting deductions ? and only coupled with tough measures to curb the explosive growth of Medicare, Medicaid and Social Security.

But Geithner insisted that there's "no path to an agreement (without) Republicans acknowledging that rates have to go up for the wealthiest Americans." He also said the administration would only discuss changes to Social Security "in a separate process," not in talks on the fiscal cliff.

As to spending, Geithner said if Republicans don't think Obama's cutting enough spending, they should make a counter-proposal. "They might want to do some different things. But they have to tell us what those things are," he said.

Republicans have also rejected Obama's debt ceiling proposal. Geithner noted it was Senate Minority Leader Mitch McConnell who first suggested it, as a temporary measure in the summer 2011 deficit deal. The administration would make it permanent. "It was a very smart way by a senator with impeccable Republican credentials to ... lift this ... periodic threat of default," Geithner said. "And that's an essential thing for us."

Geithner voiced sympathy for Republicans leaders, saying they're caught between the voters' endorsement of higher taxes on the rich and a House GOP caucus that thinks all tax increases are job-killers.

"They really are in a difficult position," he said. "And they're going to have to figure out their politics of what they do next."

In the past week, Obama has held a series of campaign-style appearances ? including one in a swing district in Pennsylvania ? urging lawmakers to accept a Senate-passed measure extending tax cuts for all but the top 2 percent of wage-earners. He'll continue the effort when he meets with governors on Tuesday and speaks to the Business Roundtable on Wednesday.

GOP leaders contend letting top-end tax cuts run out would hit small businesses and cost jobs.

Still, Sen. Lamar Alexander, R-Tenn., said Republicans will "hold our nose and raise some revenues" if the result is a deal that reins in runaway debt. But he said the onus is on Obama to knuckle down to talks.

"I'm ready for the president to get off the campaign trail, and get in the White House and get a result," Alexander told reporters in Nashville on Saturday. "Right now he's got the presidential limousine headed toward the fiscal cliff with his foot on the accelerator."

Geithner appeared on CBS' "Face the Nation," NBC's "Meet the Press," CNN's "State of the Union," ABC's "This Week," and "Fox News Sunday." Boehner was on Fox, too.

Kuwait election boycott shifts drama to streets

KUWAIT CITY (AP) ? The drama of Kuwait's parliamentary elections has nothing to do with the ballot count. It's what may come afterward that has the country on edge as a broad coalition of conservative Islamists, liberal reformers and others vow to boycott Saturday's vote.

The election snub pushes the strategic Western ally closer toward the kind of standoffs that have unraveled other countries, including nearby Bahrain, during the Arab Spring: opposition groups possibly taking to the streets and the ruling establishment facing critical decisions about how hard to lash back.

The disputes flow from a complicated chain of events over the past six months, including the dissolution of the opposition-led parliament and its replacement by a pro-government legislature, followed by a decree from the emir to ammend voting rules that appeared to favor his critics.

The opposition coalition then decided it would not participate in the election and deemed the new parliament ? certain to be dominated by pro-government lawmakers ? as illegitimate. The tensions also raise worrisome questions for allies such as the U.S., which seeks to keep thousands of American soldiers in Kuwait as part of the Pentagon's military counterweight to Iran.

"The core demands of the opposition are more participation and more partnership in government," said Shafeeq Ghabra, a political affairs professor at Kuwait University.

Anti-government lawmakers ? mostly Islamists and their allies ? have made almost a cottage industry of lodging corruption accusations and other charges at officials and even members of the ruling family. In the past year, the foreign minister and central bank governor resigned under pressure from the opposition bloc in the 50-seat parliament.

Such dissent would be unthinkable in much of the tightly ruled Gulf, including Saudi Arabia or the United Arab Emirates. The decision to boycott the Kuwaiti elections now closes off parliament as a forum for a wide spectrum of opposition voices and could stir more street protests, which touched off serious clashes this month.

"The only thing certain is that we are not going to back down," said Mohammed Qassem, a leader of the election boycott movement.

That leaves the oil-rich country deeply divided. The showdown, stripped to its essentials, is over whether the final word on the country's political affairs rests with the people or the ruling dynasty.

There is still no clear sense on Kuwait's direction and whether the political stalemate could flare into unrest. All sides are "working blind" at the moment, said Mary Ann Tetreault, a Gulf affairs expert at Trinity University in San Antonio, Texas, in an interview with Al Jazeera.

An important test could be Friday during the first government-authorized protest rally since a ban on political gatherings earlier this month.

Organizers have promised a peaceful march, but it will be closely watched for any signs of breakaway groups trying to confront security forces. The turnout by youth groups and liberal factions also will be scrutinized.

Their alliance of convenience with Islamists and conservative tribal leaders is among the most unexpected developments of the political meltdown. For the moment, they are united by the claims that the emir, Sheik Sabah Al Ahmed Al Sabah, overstepped his authority by changing the Kuwait's unusual multi-vote system to the standard one-vote-one-person.

Previously, Kuwaitis could cast ballots for four candidates. Critics of the change say it gives authorities a greater hand possibly to bribe voters or control candidates.

The presence of Western-oriented Kuwaitis in the protest group poses added challenges to the ruling system, which had generally counted on liberal support in the past. The emir had been lauded for standing firm against demands for stricter Muslim codes by hardliners, including calls to impose the death sentence on anyone convicted of insulting Islam.

Whether the broad-based opposition holds together remains one of the critical wild cards immediately after Saturday's election.

"The government and the opposition seem to be in a mood to escalate this further and neither side appears prepared to back down," said Kristian Coates-Ulrichsen, a research fellow who follows Gulf affairs at the London School of Economics. "Kuwait may be entering the most dangerous and volatile period in its history."

It got to this point through political brinksmanship and a series of gambits ? with each one appearing to dig the country deeper into crisis.

In February, Islamists and their tribal allies won parliament elections and immediately pushed for greater clout in policymaking affairs, including more seats in the Cabinet.

After a few tense months, the Constitutional Court disbanded the parliament amid claims of flaws in the electoral district map, and reinstated the former government-friendly chamber from elections in 2009. That group of lawmakers, however, never managed to convene a session.

In September, the country's highest civilian court rejected the government's assertions about problems in the electoral map, forcing the emir to call new elections.

Kuwait also has been hit by a wave of labor unrest and strikes earlier this year, including walkouts that grounded the state carrier, Kuwait Airways, and temporarily closed customs posts and left hundreds trucks stranded at the border.

Calls for better working conditions have grown louder in the wake of the Arab Spring uprisings. Kuwaitis are used to well-paid government jobs and cradle-to-grave benefits that increasingly have become a burden on state finances despite the huge oil wealth.

[I was listening]

I was listening to the voices of women
who cried out in many tongues,
many of them reduced to

the unique inverted,
the head upside down through the habit
of being trained in dressage,

I thought it was you who put down the innocent,
I thought I was only floating when guilty,
on the stained floor of the kitchen,

and it was not enough
cooked in the bone marrow and small bags,
who gave of vinegar and oil,

who were consumed by a cruelest of bread, who was meek
and not inherited, who was a peacemaker
who found a cold shoulder, turning,

always turning away into
someone else?s morning, who
hungered and thirsted for the scent of orange blossoms

and who was kept like muscle weakness
in a cage for growing calves, pure
of heart and met by the proscriptions of a parakeet

exercising its rules by rote, who was merciful
and told to gnaw on a borrow of soap, who was
hungry and thirsty and cried out I love you to an empty

electronic ear, who writhed in the forsakenness
of the body, who was taken for speaking the wrong
language and shipped back to

what owned her, while her children that no one understood
cried out in their new homeland of orphanages
until, abruptly and

inexplicably, as a star turning
on its axis, the human voice broke free of the chord
of deafness

into nothing but joy

I Love Beach Music

Summertime at the ocean is full of heat. All kinds of heat. Eva Faye liked to be right in the middle of it.? Nights, barefoot in the sand. Cold beer, she?d nurse one for hours.? At Atlantic Beach there was a Beach Music Festival held every year right after the Fourth of July.? Beach music ain?t the music you might think, there?s no connection to any other beach other than the Carolina?s and it don?t have nothing to do with The Beach Boys.? It is Rhythm and Blues from the black singers, the ones who would be called foul names if they showed up just to dance. Maybe worse than called foul names. It is The Embers, The Coasters, The Drifters, Chairman of the Board and Sam Cooke and Smokey Robinson, it is jump blues and soul and the clubs hummed and thumped it into the thick summer ocean air of North and South Carolina.

Eva Faye likes to hang at Cecil Corbett?s Beach Club down near Myrtle Beach.? One night she is holding court, as she likes to call it, and Rollin Walker appears at the table.? He is about fifty years old, and he?s wearing khaki pants and a golf shirt that got too tight around his belly like he?s gonna pop. ?Not right now, but try me again later,? she says.? And soon as he walks off, Eva Faye looks at the man to her right and says, ?Let?s shag, come on let?s shag.?

Of course shagging don?t mean the same thing as it does in other places. At Cecil Corbett?s Beach Club down near Myrtle Beach, it means dancing and it means dancing the shag.? Eva Faye is a queen of the shag.? She can dance like nobody?s business, moving those legs of hers around like wet noodles, shifting and shuffling, with her face lit up like she?s eating Christmas.

And all the while she?s acting like she?s not paying no mind, no mind to anyone or anything but the dance. And leaving people with no idea that she has mapped the whole room out, and the next three hours too.

Lou Freshwater is a student of literature and existential philosophy, but mostly she loves spicy food and the Delta Blues. She considers herself to be a lifelong student of these and other things. Her poetry and fiction have been published in?Red Wheelbarrow?and?Modern Haiku, and she has also published an essay on the Existentialism of Arthur Miller and Tennessee Williams in the?Arthur Miller Journal.

This Mix-Tape Hopes to Get You Laid

That?s why you buy the hard-case Maxell
instead of the 3-for-a-buck K-Mart pack.
That?s why your set-list is so eclectic,
such a unified arc, your fingers poised
as the needle enters that tricky smooth zone
between tracks ? press Record too early
and you?ll get dead air, but press too late
and you?ll have to hit Rewind, do-over.
This will make pops and clicks, bad omens
for your prowess (what this is all about).
So you hunch over the cheap cassette deck?s
buttons while cueing the needle just so
at a flirty song from a just-bought album ?
Romeo Void?s Never Say Never ?
. . . You might like me better if we slept together . . .
Which may be a bit much. Yet it must be said.
Not that this will be the first cut, no,
even you and your hormones know that?s wrong.
Avalon by Brian Ferry will set the mood
with its upscale, dream-state, late-night riff,
. . . Now the party?s over . . .
Yes, this is when things happen on Avalon,
whose island courtly love is your pry-bar
to the long chance of sex in some vague future.
And even though you?re not wild about Piaf,
La Vie en Rose charms, imbues you with soul,
the world-weary kind not the Motown.
You will be fun to talk to afterwards.
The urge to include Barber?s Angus Dei
must be resisted for it?s just so sad
she might start crying uncontrollably.
Besides, you need words in English not Latin.
You need outsourced smooth-talk from your records,
proxy lines like Cyrano de Bergerac?s
exquisite shit that seduced Roxanne,
which will be, of course, the very last track
(you and Sting, Sting and you, what?s the difference?) ?
. . . You don?t have to wear that red dress tonight . . .

Songdust

The smoke hung high in the air and swung low in the curtains, blown by an old ceiling fan that twirled above the tiny stage.? Oswald Bleu stood near the back of the room, leaning against the wall with one foot against the bricks and the other planted on the beer stained hardwood floor. He had come through the doors of The Village Stone at dusk to sign up for the open mic.? It was evening now and he was not scheduled to play until the end of the night.? Oswald loathed the waiting.? He considered it bad luck to sit amongst the crowd for any lengthy period of time before playing ? bad luck because he usually ended up drinking and smoking too much and this caused him to invariably fall short of his own expectations.

Lish had the stage and was?reading a poem, pacing back and forth, microphone at his mouth, preaching his arrogant prose, stopping suddenly to chastise a pair of young college students for?talking?during his performance.? Oswald had witnessed this type of display from Lish at other open mics and had come to respect the old man?s writing, but?considered him an asshole.? Well, he thought, so was Dylan.

Following Lish was an overweight woman who sang a song about all of the items in her kitchen.? The resonant shrill sent Oswald outside.? He noticed people alone, people in pairs, people in clusters of three or more pass him by.? No one glanced at him.

An hour later, the host announced him and Oswald walked onto the stage, his guitar slung across his shoulder.??He stood silently at the back of the stage, half-turned away from the audience. He waited until the crowd grew quiet and curious.? Then with measured steps he walked into the spotlight and planted his left foot directly onto the base of?the microphone?stand and?the other firmly at an angle.?He paused again?and then?dove into a furious version of an old blues song called ?Fixin? To Die.?? It was loud and raucous and he sang it ferociously. The crowd sat up.? Legs were uncrossed, backs were straightened, mouths hung open. They watched?the young man?on?stage where the smoke hung high and swung low into the curtains.? He ended the song abruptly, with a gutteral ?uh? and a punch into the air. ?He stood still.? The crowd held their breath, then roared into applause.? Oswald simply smiled and stepped back.? The crowd fell quiet. ?He turned and pulled the string on the ceiling fan?so that it slowed and stopped, the room now perfectly silent.

Oswald eyed the audience.? He remained motionless in the center of the stage, five feet away from the microphone.? Just before the silence became uncomfortable, he walked slowly up to the mic and gently rolled into a quiet ballad.? It was his masterpiece.? As he sung, his eyes remained closed. Sweat ran down the side of his face as he slowly drew the song to its end and said, ?I?m Oswald Bleu.? Thanks for listening.?

The crowd?s applause was wild.? Without looking up, Oswald packed his guitar into its case and walked out the front door of The Village Stone.

Soon thereafter, The Village Stone was hollow with chairs askew, tables littered with empty glasses.? All that remained was the haunt of a young man?s voice echoing in the corners with the smoke and the song dust left behind.

Caviar vending machines pop up at L.A. malls

16 hrs.

Craving caviar in Los Angeles? There?s a vending machine for that.

Head to three local malls???Westfield Century City, Westfield Topanga and Burbank Town Center ? and you?ll see one of the brand new machines dispensing the prized roe, as well as truffles, escargot and mother-of-pearl spoons.

Prices start at $5, going all the way up to $500, which will get you one ounce of Imperial River Beluga Caviar.

The project is the brainchild of Kelly Stern, who co-owns Beverly Hills Caviar ? a gourmet food supplier located in the tony California community.?

The business plan: Reach customers in wealthy neighborhoods surrounding the malls who may not have convenient access to caviar and expose everyday shoppers to the delicacy, especially younger ones.

?All my friends and family knew about this for a year-and-a-half and no one wanted to tell me that I was crazy, but I could see it in their eyes,? Stern said.

?I did not know what was going to happen when people saw it.?

Stern shopped around the world to find the right kind of vending machine ? it had to keep the caviar cold, have a touch screen, an Internet connection and an attractive display for its gourmet contents. It also had to accept credit cards as well as cash.

She ended up buying parts from seven different countries and putting everything together in Los Angeles. Each machine costs about $85,000???including hardware, software, security and maintenance ? and has about $50,000 worth of inventory inside. The caviar is sold in jars and stays fresh for about a year.

Stern wants to franchise the business to ?every single city in America and the world? when she has more experience with the machines, which she describes as experimental. Stern says no one has ever thought of caviar as a turnkey enterprise, something she wants to change.

?A lot of the people that sell caviar now are old people. They are a dying species and they don?t cater to the young people at all,? Stern said.

?So I?m seeing all the teenagers that stop by as my future assets. They will grow up and become the president of the U.S. or the president of Microsoft and they will think about caviar. They will remember that they went into the mall and saw the machine and that?s where they are going to buy their caviar.?

The project has attracted lots of attention since the machines were unveiled on last week on?Black Friday, prompting Stern to hire a publicist???not to promote the venture, but to manage the curiosity it has sparked.

Industry observers, however, were skeptical whether the business model would be a success.

?It?s interesting, it?s a conversation starter and it?s a marketing tool? (but) I don?t think it?s going to sweep the nation,? said Tim Sanford, editor-in-chief of ?Vending Times,? adding that his staff chuckled when they heard of the concept.

?My guess is that most people who want caviar know how to get it.?

Vending machines often put?much-desired products in high-traffic areas where they can be sold swiftly to people who are there for some other purpose, so the caviar angle sounds more like a way to generate buzz, Sanford said.

But Stern projects she will recoup her money in the next few months, especially with the help of the holidays and awards season in Los Angeles.

?Everybody is talking about it. This is a dream come true,? she said.
