China charges Bo Xilai's wife with murder
The wife of disgraced Chinese political leader Bo Xilai and an orderly working in the couple's home have been charged with murdering a British businessman, state news agency Xinhua said Thursday.
Gu Kailai, a former international lawyer whose husband was one of China's most promising political leaders until his downfall earlier this year, will face trial for intentional homicide, Xinhua reported in a brief dispatch.
Zhang Xiaojun, previously described as an orderly who worked for the high-flying couple, will also be prosecuted on the same charge, it said, citing authorities.
Xinhua said there was "irrefutable and substantial" evidence that the pair had poisoned Neil Heywood, a British businessman who had commercial dealings with Bo and his wife.
"Investigation results show that Bogu Kailai, one of the defendants, and her son surnamed Bo had conflicts with the British citizen Neil Heywood over economic interests," said Xinhua, using Gu's married name.
"Worrying about Neil Heywood's threat to her son's personal security, Bogu Kailai along with Zhang Xiaojun, the other defendant, poisoned Neil Heywood to death."
The pair have been interrogated and will be tried at a court in the eastern Chinese city of Hefei "on a day to be decided", Xinhua said, adding that their families had been informed.
The scandal, which first came to light in February, has sent shockwaves through the highest echelons of power in China and led to Bo being sacked from his post as Communist Party leader of the megacity of Chongqing.
Analysts say it has exposed deep divisions within the Communist Party ahead of a crucial, once-in-a-decade leadership transition due to take place this autumn.
Bo is thought to be under house arrest and is being investigated for corruption. He has been stripped of his senior positions with the ruling Communist Party, although he remains a member.
Thursday's announcement came a week after Patrick Devillers, a French architect said to have been close to Gu, travelled to China to assist in the official inquiry.

Dalton McGuinty, Rob Ford to debate Toronto's gun problem after string of shootings

Premier Dalton McGuinty warns his gun summit today with the mayor and police chief of Toronto will not come up with a quick solution to the city?s gun problem.
There have been more than 200 shootings in Toronto so far this year, but today?s meeting was triggered by last Monday?s gun fight at a community barbecue that left two dead and 23 wounded.
McGuinty agrees that more police resources would help, but says there must also be more programs to steer youth away from guns and gangs.
He says there must also be more programs that reach out and engage young people, but notes there are no quick fixes to the problem.
Mayor Rob Ford doesn?t want more money spent on what he calls ?hug-a-thug? programs for troubled youth.
McGuinty calls that short-sighted, and says it shows a lack of understanding of just how complex the problem really is.
?I think the question for all of us in government right now to ask ourselves is what can we bring to the table,? said McGuinty.
The premier also called on the federal government to ban handguns.
?[It] sends the appropriate signal to society as a whole that we are going to ? develop a different gun culture here in Canada than they have in other parts of the world, including just south of the border,? he said.
?I think that?s an important part of the solution, but it?s hardly the be all end all.?
The premier met with community leaders in Scarborough Friday to prepare for today?s meeting, which will also include Ontario?s attorney general and community safety minister and police Chief Bill Blair.
Margaret Parsons of the African-Canadian Legal Clinic said the community doesn?t want ?cool down money? that won?t have a lasting impact on the problem.
?We don?t want stop-gap measures,? said Parsons.
?We want long-term approaches to dealing with youth violence and youth crime that have proven to work.?
Mayor Ford said he also wants a meeting with Prime Minister Stephen Harper to ask for a federal law to keep convicted criminals out of Toronto.
?I?m going to find out if there?s some way that if anyone is caught with a gun and they come out of jail, they?re not allowed to live in the city,? said Ford.

AP Exclusive: Webcams make Alaska bears accessible
ANCHORAGE, Alaska (AP) ? A new video initiative is bringing the famed brown bears of Alaska's Katmai National Park directly to your computer or smartphone.
Without having to go there, you'll be able to watch mature bears compete for salmon at Brook Falls and other sites and cubs tumbling over each other as they play. Starting Tuesday, a live Web stream (http://is.gd/bfPAs8 ) will allow the public to log on and see the brown bears in their natural habitat.
"I think it's an unparalleled opportunity for people to get that front row seat of the lives of the bears at Brooks Camp," said Roy Wood, chief of interpretation for Katmai National Park and Preserve.
The project is a partnership with explore.org, which set up four high-definition cameras in Katmai, spokesman Jason Damata told The Associated Press. Three of them are at existing viewing stands where bear fans come to watch the animals.
The cameras provide access to a national park that is difficult to reach and expensive for most tourists. It is about 275 miles southwest of Anchorage, but no roads lead to Katmai. A trip there involves multiple airplanes and a lot of advanced planning: it's hard to get a lodge reservation at Brooks Camp before 2014. Camping is allowed, but on a reservation system that goes online Jan. 5.
"It takes a lot of time, a lot of effort and a lot of money, and the webcams will make it accessible to anyone with access to a computer, a smartphone, a tablet device," Wood said.
The park draws just under 10,000 visitors a year, but about 2,200 bears live in Katmai National Park. About 100 of them are in the Brooks Camp area.
One camera is at Brooks Falls, where the bigger male bears compete for salmon, some while the fish are trying to jump the falls. The bears eat mostly the brains and eggs of these fish and let the carcasses flow downstream. This is the prime viewing area now.
The second camera is about 150 yards away, where females and cubs eat the fish scraps floating downstream. The third is at the lower falls, where bears will congregate later this summer when dead salmon float downstream after spawning. "Any bear can catch them when they're dead," Wood said.
The fourth is on Dumpling Mountain and provides an aerial view of the entire ecosystem, including Brooks Lake, Naknek Lake, Brooks River and falls, and in the distance the Valley of 10,000 Smokes, Damata said.
"The placement of the cams is fantastic," Wood said. "I mean, they'll be close enough, many of the bears you'll be able to identity and follow the individual bears as they use the salmon at Brooks Falls and raise their young here."
The cameras are powered by solar and wind energy. Microwave signals are sent to the Dumpling Mountain camera, which are then sent to King Salmon, Alaska, where a T1 connection allows for the high-definition cameras to be broadcast to the Internet. The best action of the four cameras will be broadcast.
They are the latest addition to a list of live-streaming webcams in the Pearls of the Planet initiative for explore.org, underwritten by the Annenberg Foundation.
The subjects of other webcams include osprey off the coast of Maine, and polar bears in the Arctic and Scandinavia; locations such as the California redwood trees and in institutions like the Vancouver Aquarium, where cameras are directed on belugas and jelly fish. A camera in Brookeville, Md., is focused on a golden retriever and her new litter. The pups will be raised and trained to be service dogs for military members suffering from post-traumatic stress disorder.
"The mission is simple. We simply want people to fall in love with the world again," said Charles Annenberg, creator of explore.org and vice president of the Annenberg Foundation.
A previous attempt to set up live bear cams from Katmai with a museum in Homer, Alaska, failed due to lack of funding.
"It's very expensive to run streaming video, more expensive than we could handle with our partnership with the Pratt Museum because both of us don't have a good revenue stream," Wood said.
He said it was a "great, fortunate day for us that explore.org called and said they were interested."
Annenberg, who also goes by the name Charles Annenberg Weingarten, said the intent of the bear cam and others provided by the organization is to make adults fall in love with the world again.
"I think when you watch these brown bears, and the salmon going upstream and you see the beauty of this nature, I think it's going to put a smile on your face and a sense of bewilderment and awe you felt a long time ago when we were all kids," he said.
He said when people view the live stream, he hopes they realize what they are seeing is pure ? there's no ulterior motive other than an experience to reconnect with nature.
The cost of the project wasn't disclosed, but explore.org will absorb the full costs. No advertising will be sold.

Fresh clashes break out in Syrian capital

Fighting between opposition and government forces in the Syrian capital Damascus erupted for a second day Monday, activists said, one day after the International Committee for the Red Cross declared the conflict to be a civil war.
The decision by the Geneva-based group to label the situation in Syria as a civil war is significant because it means that international humanitarian law now applies throughout the country and attacks by either side on civilians and detainees could constitute war crimes.
"We are now talking about a non-international armed conflict in the country," ICRC spokesman Hicham Hassan said.
Fierce fighting in capital
Monday?s fighting was reportedly some of the fiercest to hit Damascus since the 17-month-old revolt against President Bashar al-Assad began.
The clashes briefly closed the highway linking the capital with Damascus International Airport to the city's south ? an unprecedented development, Mustafa Osso, an activist based in Syria, told The Associated Press.?
"It seems there is a new strategy to bring the fighting into the center of the capital," Osso said, referring to the rebels who fight under the banner of the Free Syrian Army. "The capital used to be safe. This will trouble the regime."
Red Cross: Syria conflict is now a civil war
Amateur video posted online has shown clouds of black smoke billowing above residential buildings where opposition rebels and government forces battled. The authenticity of the video could not be independently confirmed.
The Britain-based Syrian Observatory for Human Rights and Osso said the fighting was concentrated in the districts of Kfar Souseh, Midan and Tadamon.
The International Red Cross has declared the conflict in Syria to be a civil war. NBC's Ayman Mohyeldin reports on the significance of the designation.
There have been sporadic clashes in Damascus in recent months, although Assad's forces remain firmly in control of the capital. Many of the Damascus suburbs, however, have risen up against the regime, prompting a ferocious response from the military in an attempt to clear out rebel fighters from the towns that ring the capital.
The spread of fighting in the capital came as U.N. peace envoy Kofi Annan starts a two-day visit to Moscow. He will meet Russian President Vladimir Putin, who has resisted Western calls to increase pressure on Assad.
Russian Foreign Minister Sergei Lavrov signaled no change in its position on the conflict before talks with Annan.
UN investigates Syria massacre site
Lavrov said Western efforts to pass a Security Council resolution to extend the U.N. monitoring mission in Syria, which includes a threat of sanctions, contained "elements of blackmail." He called for support of Moscow's resolution instead, which does not call for sanctions.
The monitoring mission was suspended due to rising violence in Syria, where activists say more than 17,000 people have died.
At least five people were killed and dozens more wounded in Sunday's fighting, according to activists who said they expected more casualties from the violence on Monday.
The latest massacre began with a military bombardment of the village of Tremsi. After the heavy artillery and shelling, villagers said pro-government militia men swept in to kill at close range. NBC's Richard Engel reports.
Accounts in Syria are difficult to verify because the government has restricted access to international media.
Ambassador expelled
Pressure on Assad has been growing both from outside the government and within.
Morocco asked Syria's ambassador to the country to leave and declared him persona non grata. The move comes days after the Syrian ambassador to Iraq defected to the opposition, and a week after top general and Assad insider Manaf Tlas fled Syria.
The Guardian newspaper cited reports Monday that Maj. Gen.??Adnan Sillu,?the former head of Syria's chemical weapons program, had defected to the opposition.
Rising violence in Syria, including several alleged massacres in the country, has increased outrage in Syria. What began as peaceful protests has morphed into an armed insurgency fighting back fiercely against Assad's heavy crackdown.
Annan is visiting Moscow just days after opposition reported a new massacre in the village of Tremseh which prompted a fresh wave of denunciations in the West, where diplomats still hope Russia might ease support for Assad.

Moscow, along with China, has blocked tougher U.N. Security Council action and the West has shown no appetite for the kind of intervention it undertook last year when NATO helped topple Libya's Moammar Gadhafi.
Annan said Friday he was "shocked and appalled" at the government for breaking a promise not to use heavy weapons in populated areas, and that it was confirmed that helicopters and artillery had fired on the village of Tremseh on Thursday.
Donatella Rovera of Amnesty International discusses reports of bloodshed on a major scale in the central part of Syria.
U.N. monitors who managed to enter Tremseh have said that the fighting there did not constitute a massacre, as alleged by opposition activists, but that it could more likely be described as a lopsided flight between the Syrian military on the one side and army defectors and residents who tried to defend the town on the other.
The Syrian government said it killed several dozen enemy fighters in Tremseh but denied carrying out a massacre or that its forces used heavy weapons.
Syrian Foreign Ministry spokesman Jihad Makdissi criticized Annan for jumping to conclusions by accepting opposition reports of the incident last week.

University of Oklahoma high-energy physicists were among the 1,700 U.S. scientists from 89 American universities who collaborated on the international effort in the search for the Higgs boson. Results announced this week from CERN indicate discovery of a new particle consistent with the Higgs boson.
Professors Patrick Skubic, Mike Strauss, Brad Abbott and Phillip Gutierrez, OU College of Arts and Sciences, Homer L. Dodge Department of Physics and Astronomy, work on projects at both Fermilab and CERN. The group concurs the discovery of the Higgs is one of the most important results produced from the international collaboration. The Higgs is the missing piece of the puzzleit is the one particle that validates and completes what is known in particle physics as the Standard Model.
"We are trying to understand nature by answering some of the most fundamental questions of the universe," says Strauss. "What are the most basic building blocks of the universe? How did the universe begin? If you don't understand nature today, you won't have technological advances tomorrow. Semi-conductors are a very good example of this," Strauss remarks.
"Along the way, scientists make discoveries that result in major technological advances. In order to discover these things, we often have to develop new technologies, such as high-speed electronics," says Abbott. "A part of the OU supercomputer is used to analyze data from the Atlas project at CERN."
"Another important note, OU scientists helped to build parts of the detector used at CERN and some assembly of detector parts was done in Oklahoma City. Oklahomans played an important role in the discovery of the Higgs boson," according to Skubic.
Gutierrez explained the differences in how the data is collected at Fermilab and CERN. Fermilab collected data from 2001 to 2011 and ran experiments at a much lower energy than CERN. The other difference is that CERN looks at the decay of the Higgs particle to photons and Fermilab looks at its decay to b-quarks. Fermilab's approach is more direct while CERN's approach is more indirect; however, the two complement each other.
Data collected and analyzed at 5 sigma indicated the discovery of a new particle, but CERN cautioned that further analysis is needed to determine if the particle has the properties of the Higgs. Gutierrez says additional data will be collected and analyzed and samples will have to be extracted to see how the particles decay. The Higgs boson decays immediately after production. So, reconstructing the Higgs in the various decay modes is critical for verification.
Scientists will look at the mass of the particle to determine if it is consistent or inconsistent with the Standard Model. If it is inconsistent, Gutierrez says OU theorist Howard Baer or Chung Kao will be consulted to try to explain the inconsistency. According to Baer, "Finding the Higgs is only the tip of the iceberg. It raises a lot of questions, but we are closing the book on one chapter and opening the door to another chapter in the world of particle physics."
